
Homeless encampments are the focus of legislation being considered by Indiana lawmakers for a second year.
Senate Bill 285 was introduced by Republican Senator Cindi Carrasco. She says the proposal is intended to address chronic homelessness and is not meant to criminalize people experiencing homelessness.
The bill includes language allowing misdemeanor charges for camping on public property. Penalties could include fines or jail time for repeat violations.
Chelsea Haring Cozi, CEO of the Coalition for Homelessness Intervention and Prevention, spoke against the bill. She says Indianapolis already has a program in place that works to house people, provide services, and clear encampments.
A similar proposal was considered by lawmakers last year but did not pass.
The Braun administration supports the bill. A representative for the administration says it views long-term camping in public spaces as a safety concern for individuals experiencing homelessness and for surrounding communities.
