
Dubois County Sheriff Tom Kleinhelter is facing multiple charges following a criminal investigation.
According to the Marion County Prosecutor’s Office, Kleinhelter is charged with three counts of false informing and one count of official misconduct.
Investigators say the case centers on how jail commissary funds were used. Court records allege Kleinhelter spent money on personal expenses, including golf outings, meals, and airline tickets tied to a canceled trip.
Documents show he later received a refund of more than 14-thousand dollars for those tickets. Investigators say the money was not returned to the commissary fund for several months.
Authorities also allege Kleinhelter made false statements when questioned about those expenses.
In a separate case, Clinton County Sheriff Richard Kelly and jail matron Ashley Kelly are also facing charges.
Prosecutors allege the two were involved in the misuse of funds from the Indiana State Police Pension Trust.
Court documents state Ashley Kelly has been receiving disability benefits since 2015. Investigators say evidence, including video and photos, showed activity that did not match those claims.
Officials report she received more than 205-thousand dollars in disability payments between 2021 and 2026.
Richard Kelly is charged with aiding fraud, aiding theft, and official misconduct. Ashley Kelly faces fraud, theft, and official misconduct charges.
The Marion County Prosecutor says the cases focus on alleged violations of public trust.
All charges are accusations, and the defendants are presumed innocent unless proven guilty.
