Commissioners Hear Comments on Solar Projects

The county’s ordinance concerning commercial solar farms was again a major topic during this week’s Knox County Commissioners meeting. The commissioners reiterated that the Area Plan Commission will begin reviewing the ordinance at the request of the commissioners to add language on lithium battery storage and wind.   That meeting is currently set for December 2 at 6 p.m. at the Good Samaritan Cancer Pavilion.

It was pointed out that any other changes that come from that process would only apply to future solar projects, not to projects already under economic development agreements, such as the ongoing Blue Jeans/Lucky Point developments.

County Attorney Drew Porter explained that those agreements are binding contracts, and that the county cannot retroactively change the conditions on projects that have already been approved. He also noted that any changes to the ordinance must balance private property rights with public concerns.

Several residents spoke during public comment, many focusing on setback distances between solar panels and neighboring homes or property lines. Some said they were concerned about the visual impact on rural landscapes and potential effects on property values, while others requested clearer ways for neighbors to be notified or involved before development occurs.

Commissioners acknowledged the emotional stakes and said the discussion on revisions is expected to take time, with input opportunities at the Area Plan level before any proposal returns to the commissioners.

Commissioners President T.J. Brink thanked residents for maintaining a respectful tone throughout the conversation.
